Belgian Small Coat of Arms stamp (1946)

Belgian postage stamp from 1946, "Small Coat of Arms", with misprint.
On the stamp, the heraldic figure (the lion) is in the center of a shield; around the shield there is a cloak - in the absence of a better expression - as "background".
In this cloak (whose color is lighter), there are 20 traces surrounding the shield. There are ten to each side, as happens throughout this series.
On the first stamp there are 10 traces on the left side of the shield; on the right side, are 11.
